PSF Decoder

Fix previous release so it actually does what it advertised
(From previous release) Change default emulation compatibility to Harsh to fix potential issues with PSF dumps that are particular. All it does is change DMA transfers to schedule the completion interrupt for later instead of completing instantly.

Supported system: Windows 32-bit.

Works with foobar2000 v1.4 and newer
